The administrative structure in Russia is very diverse from the European context in which we are accustomed to moving with agility. Provided that the principle of mutual recognition in the EC market is obligatory and binding certificate, which is only required for some dangerous or high-risk products in Russia, majority of the products destined for retailing on the internal markets of the federation have to be certified to confirm product conformity to Russian domestic specifications. Considering the verification of imported goods is not precisely the task of the customs authorities, they are limited to controlling the existence and authenticity of the documentation confirming the features of the import items. The primary document is the certificate of conformity promulgated under the obligatory GOST Certification System.

This internal certification system has been established to protect public health and guarantee the safety and quality of imported items that have overwhelmed the internal markets of former USSRs.
